２０００年５月２９日（月）、サウジアラビア王国リヤド市において、「サウジアラビア自動車技術研修所」の発足に向け、同プロジェクト推進組織、基本構想および開校目標等今後の日程に関する日本側支援準備委員会（委員長：鈴木孝男日本自動車工業会副会長・専務理事）とサウジ側準備推進委員会（National Committee委員長：ムハンマド・ジャミール Abdul Latif Jameel Co.,社長）の合同委員会第１回会合が開催されました。
　同委員会の終了後、別添の確認書を取り交わし、サウジアラビア国内において発表致しましたので、ご報告致します。

＜会合の概要＞		・研修所用地はサウジ政府が提供。研修所建設費１５億円は自工会とサウジ側の　日本車ディストリビューターが負担 ・場所はジェッダ市近郊。学生数約４００名の工業短大レベルの自動車整備学校と　して、２００２年９月の開校予定。

　なお、「サウジ自動車技術研修所設立」については、１９９８年１０月のアブドラ皇太子訪日時に、サウジ側より自動車研修所設立に関する提案があり、日サ両国政府はサウジアラビアの人的資源の開発に資することを目的として、本件推進に関する共同文書に署名。１９９９年９月に日本側支援委員会が発足、本年５月にはサウジ側推進委員会が設立された。

FIRST JAPAN-SAUDI ARABIA PUBLIC-PRIVATE SECTOR JOINT AUTOMOBILE COMMITTEE MEETING CONVENED IN RIYADH

- Confirms Plans to Establish "Saudi Japanese Automobile High Institute" as Joint Saudi Arabia Japan Project -

On May 29, 2000 (Monday) an initial joint committee meeting was held in Riyadh City, the capital of the Kingdom of Saudi Arabia, with the goal of establishing an automobile technical institute in that country. Taking part was the Japan Side Support Committee (chaired by Takao Suzuki, Vice Chairman and President of the Japan Automobile Manufacturers Association) and the Saudi Side Steering Committee (the National Committee, chaired by Mohammed Jameel, President of Adbul Latif Jameel Co.).

The Institute project dates from a joint document signed by four cabinet ministers from both the Saudi Arabia and Japan sides during an October 1998 visit to Japan by His Highness Crown Prince Abdula of Saudi Arabia. A feasibility study has been conducted on the basis of this agreement, with preparations steadily advanced to realize the facility as a vital bilateral project between the two countries.

Attending the joint committee meeting from the Japan side were Chairman Suzuki, Japanese Ambassador to Saudi Arabia Shotaro Oshima, officials from the Japan Automobile Manufacturers Association (JAMA) member companies and other key people. On hand from the Saudi Arabia side were Committee Chairman Jameel, Vice Governor Dr. Ali N. Alghafis of the General Organization for Technical Education and Vocational Training (GOTEVT), representatives of the Japan Automobile Distributors in the Kingdom of Saudi Arabia (JADIK) and other participants.

The meeting was used to confirm the project promotion organization for the envisioned Institute, the basic concept, goals of establishment and other aspects of the upcoming schedule, with delegates from both the Saudi Arabia and Japan side committees signing the Discussion Minutes.

The plan is for the Institute to be erected on a 70,000 square meter land site supplied by the Saudi Arabian government in a suburb of Jeddah City, with the 1,500 million yen in construction costs to be assumed jointly by JAMA and JADIK. An overview of the Institute basic concept confirmed at this joint meeting is as follows:

• The official name of the Institute will be the "Saudi Japanese Automobile High Institute."
• It will be a two-year curriculum technical junior college (in automotive maintenance) officially sanctioned by GOTEVT.
• The student body will be about 400 persons strong, with a faculty staff of some 50 persons.
• The targeted level of automobile maintenance skills for Institute graduates will be the equivalent of Level 3 Maintenance Engineer qualification under the Japanese national certification system. Efforts will also be made within the framework of the instructional program to enable graduates to attain further levels of proficiency through corporate in-house training programs following their employment.
• The Japanese government will dispatch a "Project Formulation Study Team" to study the specific support details for faculty training and teaching materials.
• The targeted opening date for the Institute has been set as September 2002.

第１回日・サ官民合同自動車委員会開催

―　日・サ共同プロジェクト「サウジアラビア自動車技術研修所（Saudi Japanese Automobile High Institute）」の発足に向けて確認　―

　２０００年５月２９日（月）サウジアラビア王国リヤド市において、サウジアラビア自動車技術研修所の発足に向け、日本側支援準備委員会（委員長：鈴木孝男日本自動車工業会副会長・専務理事）とサウジ側準備推進委員会（National Committee委員長：ムハンマド・ジャミール Abdul Latif Jameel Co.,社長）の合同委員会第一回会合が開催された。

　同研修所プロジェクトについては、１９９８年１０月サウジアラビア王国アブドラ皇太子が訪日された際に、日・サ四閣僚が署名した共同文書に基づき、Ｆ／Ｓが実施され、発足に向けて準備が進められてきたものである。

　合同会合には、日本側からは鈴木委員長ほか大島正太郎駐サウジアラビア日本大使他政府および自工会各社の関係者などが出席、サウジ側からはジャミール委員長ほかアリ・ガフィス技術教育職業訓練公団（GOTEVT）副総裁他サウジ政府および日系自動車販売店グループ（JADIK）の関係者などが出席した。

　合同会合においては、自動車技術研修所に関するプロジェクト推進組織、基本構想および開校目標等今後の日程についての確認がなされ、その議事録に日・サ双方の委員会責任者が署名した。

　研修所建設用地はサウジ政府がジェッダ市郊外に７万平米の土地を提供、研修所建設費約１５億円は自工会とサウジ側日系自動車販売店グループ（JADIK）が負担することとなっている。今回の合同会議で確認された研修所の基本構想の概要は次のとおり。

• 研修所名はSaudi Japanese Automobile High Instituteとする。
• 技術教育職業訓練公団（GOTEVT）の認可を公式に受けた２年制技術短大（自動車整備）とする。
• 学生数は４００名程度、教職員数は約５０名を予定している。
• 目標とする卒業生の自動車整備技能レベルは日本国家検定資格３級整備士相当とし、就職後の企業内教育を通じ更にレベルアップが図られるよう教育内容を工夫する。
• 日本政府はProject Formulation Study Teamを派遣し、教員教育、教育資機材に対する支援内容を検討する。
• 開校目標は２００２年９月とする。
